Determined to promote the popularization of electric vehicles (EVs), the Hong Kong Government has introduced the EV-charging at Home Subsidy Scheme (EHSS), which provides EV owners with a subsidy for the installation of EV charging infrastructure in private residential building car parks.  In 2022, with the additional HKD1.5 billion allocated in 2022, the total HK$3.5 billion funding is to benefit a total of 700 private housing estates with around 140,000 parking spaces.  Whilst the program has been extended to 2027/2028, as of the end of August 2023, it was estimated the program can accommodate only around 30 more applications or 6,000 eligible parking spaces. EV owners who are interested in this program should act fast and submit applications as soon as possible.

To be eligible for the EV-charging at Home Subsidy Scheme, the car park must meet the following criteria:

  1. It is mainly for domestic use, with no known or existing re-development or demolition plan on the date of application, and the building plans were first submitted to the Building Department for approval before 1 April 2011.
  2. It is not a temporary car park or on a site granted by or leased from the Government under short-term tenancies.
  3. It contains 10 or more eligible parking spaces, less than 60% of them in open areas.  They must be owned by multiple owners, and no single owner should own more than 40% of the total eligible parking spaces.

The Environmental Protection Department considers factors such as the building’s Deed of Mutual Covenant, approved building plans from the Buildings Department, and occupancy permits to determine the eligibility for the scheme.

After confirming the eligibility for the scheme, applicants should submit the application with the following procedure.  

  1. The applicant must be a registered owners’ corporation, Deed of Mutual Covenant Manager, or all property owners of the concerned building.

  2. Before submitting the application to the Environmental Protection Department, the owners’ corporation should hold a general meeting to pass a resolution to apply for the scheme.  They should also obtain written advice from the power company about the preliminary evaluation of the power supply capacity for the EV charging infrastructure, a site plan of the car park indicating the proposed locations of the charging facilities, and the locations of existing installed charging equipment.

  3. If the applicant is a owners’ corporation or all property owners, they must submit a copy of the owners’ corporation registration certificate, meeting minutes of the resolution for applying for EHSS, a copy of the identity card and address proof of the person authorized to sign the application form on behalf of the applicant.

  4. If the applicant is a Deed of Mutual Covenant Manager (DMC Manager), he/she must submit a copy of the certificate of incorporation, the certificate of change of name, business registration certificate of the DMC Manager, a copy of the identity card, company address proof of the person authorized to sign the application form for and on behalf of the applicant, and the documentary evidence showing the person signing the application form has the authority to sign it on behalf of the applicant.

  5. If all property owners are the applicants, they should seek independent legal advice and provide evidence that the resolution, which is binding on all property owners of the concerned building, has passed in the general meeting.

The EV-charging at Home Subsidy Scheme (EHSS) offers up to HKD 30,000 subsidy for each eligible parking space, with a maximum funding of HKD 15 million for each eligible housing estate car park.  The subsidy in general covers the costs of employing a consultant and a contractor for the installation of EV charging infrastructure in the concerned premise, the installation works including the installation and upgrading of cable containment / trays / trunking, protection devices, distribution boards, conduits, switches, cables / wirings, isolators, alteration and addition to switchgear, meter boards for installation of electric meters, fireman’s emergency switch, and associated builder’s works required, and modification to existing charging facilities to integrate with charging infrastructure to be installed under the scheme.

However, the scheme does not cover a load management system for EV charging infrastructure, the supply and installation of EV chargers / EV supply equipment, operating, maintenance and insurance costs of the installed EV charging infrastructure, and the fire detection system. The EV charging facilities installed before submission of the application will not be subsidized under the scheme.
